I have some required custom fields that must be filled when the users added an issue, but if the user select 'quick issue' they can create the issue without the required fields.

How can I hide 'Create Quick Issue'? In permission I can't see any for that.

Unfrotunately it is not possible to control this via security. However, I do see your point.

You can remove these links by changing Controls\LinkBar.ascx and Project\ProjectHeader.ascx

Put an XML comment (<!-- -->) around th <li>

 

3.6.3 fixes a security issue, suggest you upgrade.
